Limited English Proficient/English Second Language

REVISED LEP PROGRAM EXIT CRITERIA:

At its July 13, 2010 meeting, the State Board of Education voted to amend Rule 3301-13-11 of the Ohio Administrative Code to establish the following conditions for exiting a student from LEP status:

  • The student is in grade 3-12 and has attained a composite score of 5 on the OTELA; -OR-
  • The student is in grade 3-12 and has attained a composite score of 4 on the OTELA, has subsequently completed a 1 year trial period of mainstream instruction and attained a second composite score of 4 or above on the OTELA during the trial period of mainstream instruction; -OR-
  • The student in grade 2 attained a composite score of 4 or 5 on the OTELA and has attained a composite score of 4 or 5 on the OTELA during the completion of a trial mainstream period of mainstream instruction in grade 3 (pertains to only grade 2 and 3 students).

Special Conditions:

  • Students in kindergarten through grade 2 shall not be exited from the ESL/LEP Program
  • Transition Year - ESL/LEP students who obtained a composite score of 4 or 5 on the OTELA in 2008-09 will be exited from the program if they obtained a composite score of 4 or 5 on the OTELA in 2009-10.

Common ESL Acronyms
BICS   Basic Interpersonal Communication Skills
Language skills needed for social Conversation purposes.  Research shows this to take 6 months to 2 years to acquire.
CALP Cognitive Academic Language Proficiency
Formal language skills, including listening, speaking, reading, and writing, used for academic learning.  This takes 5-7 years to acquire.
EL English Learner
A student who is learning the English language.  Used synonymously with ELL, LEP, and ESOL.
ELD English Language Development
A program where English learners are taught all subject matter using English as the language of instruction in a class taught by a teacher with special knowledge of second language development.  This term is sometimes used synonymously with ESL and ESOL.
OTELA Ohio Test of English Language Acquisition
A state-mandated test administered to all ELL/LEP/ESL students to assess English Language proficiency.  The OTELA assesses a student in reading, listening, writing and speaking skills.
ELL English Language Learner
Students whose first language is not English or students who speak a language other than English at home.  They are in the process of learning English.  Used synonymously with EL, LEP, and ESOL.
EMIS Educational Management Information System
This is the computer system Ohio uses to document all student information.
ESL English as a Second Language
ESL is an instructional program in which limited English proficient students are instructed in the use of the English language.
ESOL English for Speakers of Other Languages
Used synonymously with ESL, ELL, and LEP.
IPT IDEA Proficiency Tests
An approved English Language Proficiency Test to be used within two weeks of a student's entry date.
LAS Language Assessment Scales
An approved English Language Proficiency Test to be used within two weeks of a student's entry date.
LEP Limited English Proficient
An LEP student is a student whose first and primary language is a language other than English.  Used synonymously with ESL, ELL, and ESOL.
OTESOL      Ohio Teachers of English to Speakers of Other Languages
The Ohio professional organization for educators working with English learners.
SDAIE Specially Designed Academic Instruction in English
Synonymous with sheltered instruction.  SDAIE is grade appropriate, cognitively demanding core curriculum taught in English but tailored so that ELL students will understand and be able to participate.
TESOL Teachers of English to Speakers of Other Languages
The international, professional organization for educators working with English learners.
